Presentation Abstract:

The Fish Passage for Mitigation Beta Tool (Fish Passage Tool or FPBT) has been posted to the Baltimore District Webpage for use by Corps project managers and the general public. It is provided as Appendix F of the Maryland Stream Mitigation Framework V.1. USACE Baltimore District established the FPBT to expand options for producing stream mitigation credits (CWA 404) through removal of barriers to aquatic life movement. The Fish Passage for Mitigation Workgroup (USACE, NOAA Fisheries, USFWS, Maryland DNR) developed the tool over several years to satisfy stream mitigation needs in the State of Maryland.

Presenter Abstracts:

Nick Ozburn, Senior Project Manager, U.S. Army Corps of Engineers, Baltimore District, has worked in the COE Baltimore District for over ten years. In that time, he has worked on mitigation banks, infrastructure projects, restoration reviews, and mitigation process development. He serves primarily as a mitigation SME for the District. Nick spent his early career delivering mitigation projects for an In lieu fee program in the Midwest. Nick led development of the Maryland Stream Mitigation Framework and co-led development of the Fish Passage for Mitigation Beta Tool with Meg Fullam.


Meg Fullam, Project Manager, U.S. Army Corps of Engineers, North Atlantic Division Technical Regional Execution Center, began her career working in youth development and outdoor leadership organizations across the country in Wyoming, Montana and Pennsylvania. Meg has worked for the USACE NAB Regulatory Branch since December 2019 and for the NAD TREC since March 2024. Meg’s work in the Regulatory Program includes evaluating permit applications and mitigation proposals for activities in waters of the U.S. and wetlands, including work as the Baltimore District Mitigation Project Manager, serving developmental details in New England and Seattle Districts, and currently working across the NAD area of review to evaluate complex permit decisions. Meg had sat-in on interagency meetings during the development of the Fish Passage Beta Tool during her time in graduate school and since joining the Corps in 2019 has co-led the effort to finalize it for use on mitigation proposals in Maryland.
